if you make an international product, even if it is from a computer game till soccer balls and shoes...you have to treat your buyers and supporters EQUALY. When you release a game and in order to gain profit you expect "
response" from all gamers-fans...then you should "
respond" equally to everyone

It's not like that. There is only one reason behind polish editions having the richest additional content - they were distributed by CDPR itself, so they could make them as rich as they always wanted to.
In other countries game was distributed by third-party companies, that were not interested by additional expenses caused for example by storing bigger boxes. Some time around the launch of W2 on Xbox 360 Marcin Iwiński said that they had to specially negotiate bigger boxes for standard X360 edition, as Microsoft and WB wanted it to be only standard DVD case, because that fits better Walmart shelves.
As CDPR grows bigger it has better position in negotiations - that's why you don't see such a big differences in W2 editions across the World.

As far as I remember (there was a meeting with CDPR Head Adam Badowski in my city) CDPR has worldwide rights not only to games, but any other forms of adaptations of existing Witcher lore - including merchandising and movies.
