    My native is English. I'm studying to become fluent in Hebrew, I also am more casually learning Japanese, and would like to become fluent in it, French, Russian, and Polish. Maybe a few others too. I love language. I voted only "English" for the moment though.

    I'm unsure about the CPU cooler. I currently have a Coolermaster V8 and this seems to be a step down(?), but I also think that CPU efficiency is better now than it was with my current I7-920. I need to be able to run the CPU at 100% load, all 8 cores, for extended periods. I don't overclock. Ambient temperature is "tropical" :) ›››

    The Noctua NH-D14 is one of the best, I'd grab it if possible. It's huge though so make sure it'll fit in your case. It covers some RAM slots so make sure you're not using any high profile RAM.

    I bought L.A Noire on sale quite a while ago. According to Steam I played it for a total of 35 minutes, and the last time I played was about eight and a half months ago. I'm not really a fan, though it seems all right. Graphics are pretty good, but it was a little laggy on my system.

    I don't think so. Have a look here at the 5470, it doesn't do very well and the 5450 has an even lower clock speed. I'd buy it and keep it until he has a better system -- and try it at 800x600 on lowest settings.

    If you look at the game "World in Conflict", the 5470 scores 37 FPS at 1024x768 on Medium settings and no AF or AA, but the 5450 only scores 23 FPS.

    Again I don't think that laptop will be able to run it, but if the saving is high enough I'd grab it now for later. (Just my recommendation... and that way he could try it too.)
