Yet another user w/ FPS Run out of ideas

Maxing at about 15FPS, just trying to start the game tutorial, stays in the single digits when doing anything.
*Blocked Witcher 2 from AVAST and even tried disabling completely.
*Installed latest patch directly from witcher 2
*It recommends HIGH but it still doesn't work on low or even lower resolution
*installed config hack
*killed all BG Apps
*- I've maybe tried more but i honestly forget now, been trying to get this work randomly throughout the week (also had the problem of not stating from steam due to myDocuments folder location.
*EDIT- OH and added Witcher 2 (not the launcher) exe to the NVIDIA 3dmanager thingy (assuming i did that correctly)
Also just bought Dishonered plays on HIGH no problems.

geforece.com says that you need at least an 8800.
According to videocardbenchmark.net the 9600 is only as good as an 8800.
Which means you're exactly at the minimum.
Dishonored if I recall correctly is only a 360 port hence the difference in resource hunger.

Frame rate in this game is strongly dependent on the number of pixels the GPU has to push. It should be about 1.6x faster at 1440x900 than at 1920x1080.

well i guess it helps a little bit, FPS now ranges from 12-20 but still not playable.
on low im getting about 14-25 but the game still ... Stutters.. Like starting a run, the character hiccups and jumps

You can do an informative stress test with FurMark if you want. I usually use that to check the effectiveness of cooling.
