I was looking into his politics. He is allied with Nilfgard and the like. But he also I wonder if others believe what he is saying to you. Nilfgard seems to want to rebuild its Witchers or they may be willing to. Maravel flat out said our only remedy is the Witchers yet they are reviled and scorned etc... and are dwindling. I wonder if Maravel was to take the Throne, he'd obviously help Nilfgard. But do you think he'd rebuild the Witcher schools of the North?

Maravel's a soapy smooth talker. You can believe him about as much as you can believe the car salesman who says that jalopy is good for another 100,000 miles.
He'll say whatever he thinks will engage Geralt in his attempt to frame Kimbolt, calculating that he will not be held to his promises.
To rebuild a Witcher school? That's a long and difficult task requiring rare and arcane knowledge and the participation of first-rate mages. He has not the means for it.
But to get Geralt to believe he would? That may be in his eyes an attempt worth making.

Count Maravel is a foreigner to Temeria, traitor, schemer, liar, userper and most importantly, part orchestrator of the ambush against Foltest's children; Boussy's death was on his account/error. And he is fat. Do not trust fat people under any circumstances, period!

Maravel is an obvious sleaze ball.
That said, I do think that on some level, he is sincere. At least the part where he loves Temeria but recognizes its ignorance compared to Nilfgaard, and wants to change it. He probably doesn't really care about Witchers though, Nilfgaard certainly doesn't and the deal with Letho is a secret.

Actually, I like Maravel. He has enough guts not to be afraid to be different, in a kingdom where people are mostly uneducated racist brutes. He does not pretend to be one of them, even though it would be beneficial to his political schemes. His clothes, his speech, his attitude - he does not hide his preferences, and it definitely takes courage. As he admits, his fellow countrymen despise him, but he does not really give a flying f*** about it. I think he is way into women though. I believe he supports Nilfgaard sincerely, because he is fascinated by the Imperial civilization. Plus, he is very pragmatic. If he rules Temeria, and monsters become a real problem, he will support a witcher school with finances as long as they have the work done. I always spare him, and do not bust his operation to John Natalis. But Kimbolt always dies in my TW2 universe.
Yes, he sold the royal bastards to Henselt as per agreement with Shilard. But at least he saw a point in using them, and not just plain killing them, as Kimbolt wanted. BTW, I always wondered what happened to Louise La Valette. I would think the best for her if Shilard passed her onto Maravel as a gift or something. Otherwise she wouldn't have survived a visit into Nilfgaardian embassy. For a women who is not above sleeping with a man who is not her husband, it would be better then death.

It's not so much what Geralt would say, as what Maravel believes. Geralt knows the day of witchers is done, and he has no desire for them to be made again. But Maravel is so confident in his powers of persuasion he could sell ice to a Koviri.
I am convinced Maravel is sincere in his beliefs and ambitions, that he believes the Nilfgaardian way is the enlightened way, the only way that is not mired in a brutal and ignorant past, and that a betrayal of Temeria that costs only the blood of his rivals is the best way to bring it about.
But does he lie to persuade others to pave the way for him? Of course he does. Any hook he believes his listeners would swallow.

Why would anyone other than the Witchers themselves (if that) want to rebuild their schools? They’ve played their role and are not needed anymore. Seems like a waste of resources at this point so I doubt the emperor would have done so on his own accord had Letho not asked him to do so.

I think, he just doesn't care much. He is quite strange (even between witchers) and he never searched for new "students", but after each war, witchers are wanted again and have a lot of work.
I don't like words like "is done" or "is over" in that world - it was mentioned so many times .. many fatal words of change, and lots of "something ends" - maybe it does, but not everything during life of one person. Maybe days of witchers will end some time and maybe not, new tragedy (something like conjunction) will come and they will be needed again. No one knows.
Rebuilding of schools is good idea, but this was yet just a promise, and based on who it gave - it probably won't be holded.
