We don't know. Myself and a bunch of other people have inquired on this, but there was no definitive answer yet.
You can add your own 3d models and as such, in theory there is no real reason to not let you change the model of the player character. However...I believe that CD Projekt fully realises that once the player character changes to one that is NOT a witcher, there's a bunch of other things regarding the character that need to be changed - from what we've seen in The Witcher 2 game.
To give an example, one of the many things that bug me is Geralt's ability to extinguish/light up torches with the Igni sign. If my player character in my module is not a witcher nor a mage, such an ability would be a huge immersion breaker. There are obviously other examples: the bottom line is that if we do indeed can tell our stories through someone else as Geralt, CD Projekt needs to allow us to tailor a lot of the game's mechanics, else the option isn't as powerful as one would expect - and that is considerable amount of work to be done for the guys working on REDKit, so it very well may be the reason we would in fact be NOT allowed to change the player character at all.
It really depends on what REDKit is set out to represent: Witcher 2, or RED engine?

Yup,thats why im asking this.There is already a script in the game to change players model and disable some things such as inventory,however if we wont be able to edit such things like you or i said ,it will be pretty pointless.

I have made an analysis of the REDkit showcase video, and I stumbled across a "Customize Character" function. I am unsure whether with this function you will be able to customize Geralt or someone else.
CD Projekt RED usually keeps their word. In an interview they said that it would be possible to make a Cyberpunk game (they actually want someone to do that). So I guess it's pretty obvious that you will be able to change things like the main character, skill trees etc. IF they didn't lie.
The Igni sign light up/extinguish element of the game can easily be removed by not adding any light-able sources. You can still make torches and campfires and stuff, but if you don't want them to be light-able, that can be easily achieved.

Remember that in TW2 itself we change character a number of times, so the basic principle shouldn't be a problem. The problem arises with skill trees, those characters you swap to don't have anything like that. So whether we will be able to actually design a character with new or altered abilities is unknown.
