I can't remember it being said anywhere that the elves where sterilised by someone. I thought they became sterile because of their old age.

Elves don't become steriles. Only young people can bring to a good outcome their reproduction in a high percentage, as in any species. There are only two problems for the survival of the elves:

1 - in the space of a breeding cycle elven humans have already reproduced 3-4 generations. Less land for the elves to settle.

2 - Youth in reproductive age prefer to adhere to the Scoia'taels before hiding in forests and caves to form a family with no future.

The elven sterility is a technical issue that biological and social.
