This is the first time I've run into an issue in Witcher 2, I'm on Act 2 and trying to get talk to Philippa but when I first went to her quarters a man came up to me and told me she is not there, I went inside and only Cynthia was there I talked to her, meditated, did a few other quests but Philippa just isn't coming back, supposedly "taking care of Saskia".

Do other quests first.
Philipa is busy taking care of Saskia who just got poisoned, i think if you do just one priority quest, she will appear in her home.

I've never in any of my dozen playthroughs encoutered a man who says that Phillipa is busy. That's really weird. Which primary quest have and haven't you completed? Maybe you could try an older save and see if she's there.

Thanks, I did the Drawven Imortelle quest and another man appeared to tell me that the sorceress had returned...rather odd, it has never happened in any of my other playthroughs.
