Yup. I had no internet during a blizzard last weeek and Steam was able to go into Offline mode just fine ofcourse there are some problems but offline mode is MUCH improved but it's not 100% perfect.

Steam said:

- Fixed broken offline mode if Steam process didn't shutdown correctly
- Fix jittery scrolling in Steam client web views
- Fixed pre-load UI for games using new content system
- Reduced disc load while updating games using the new content system ›››


Thread on Neogaf to ensure Offline mode works for you and how to keep your credentials saved for future use. Like I said it's not 100% perfect yet but it does work better for me now.

I am sure you do, you have good taste in PC games. But what I mean is that even though Steam has a huge selection of games they don't have most classics, which makes GOG unique.

Yes, it worked for me recently. Also while testing Steam for Linux client I first started offline and the program, instead of crying in pain, told me it couldn't find any previously stored log-in information, and thus I had to go online. That seems reasonable.

PC does not equal Windows. Personal computers run many different operating systems, like GNU/Linux and, why not, Windows. PC games should be available for all major platforms. Let's not be handcuffed and tied to one vendor. Utilize standard, cross-platform technologies!

I'd say go with the GOG.com version. I, personally, have The Witcher Enhanced and The Witcher 2 Enhanced at GOG. Great service.
