need help first time setup issue doesnt leave

i tried to run the game and the first time setup thing shows up and continues to spin for a half hour. ive tried messing with the registry notes, making the two files as read only, even putting steam and the launcher and exe. as admin. can someone please help me, i really want to play this game :'(
