Yesterday steam overlay was working, now it is not...

Anyone have any ideas? I am attempting to live stream my third playthrough, I am in ACT 3 - and I cannot manage my twitch viewer base nor my steam chat / bandwidth check (dropped packets and encoding) via stream - and I cannot get achievements; the last achievement I got was Winter Solstice via outside Loc Muinne. Anyone?? Why today!?
