Items restored to you should be on the Inventory screen. Weapons and armor are in the Weapons and Armor tabs; activate the items you want to equip, or drag them to the corresponding open circles.

It's okay, I kind of admire the fact that you choose The Witcher 2 of all games to play.
It's not a game to get into too easily, the story has so much to offer and is so diverse that for 'newbies' it's quite hard to get into.

Activate (A) is the easy way; yeah, do that. And it's definitely the Inventory screen, not the Storage screen.
Equipment will only equip to a correct slot, and there's never any question of which slot is the correct one.

Ok, I am in the hung over quest. I have talked to ves. I opened the chest. Now what screen do I need to get to to access my armor and put my clothes back on? I go to the inn and access storage but I don't see it there. I meditate and I don't see an option to put my clothes back on. What am I missing?

When you recover gear that was removed (in Hung Over, Indecent Proposal, Fight Club, and some others), you have to go to your Inventory screen to re-equip the removed items.
Not Meditation. Not Storage at the inn. The Inventory screen is one of the "character panels" that you bring up with the Back (left arrow) button. When you're in these panels, your trigger keys will switch between panels.
I think the two screens you access this way are the Inventory and Journal screens. If you get the one you don't want when you press Back, just press a trigger key to get the other one. At least I think I got that right. I don't use a controller.

Try: Back (left arrow) button. That should give you either Inventory or Journal.
If it gives you Journal: Hit one of your triggers. That should switch it to Inventory.
