I would place my bet to that. Thinking that they would manufacture and mail smthg to the 1 million PC owners of The Witcher 2 that will download the REDKit (FOR FREE!!!) is simply ridiculous. Their bills would be sky rocket high.
On the other hand, rewarding the best modders of the Beta process is all possible and it's in line with CDPRED's attitude towards fans.

I've been saying for a while that it would be great if they had a modding competition where people create quests for the main game and the winner(s) get their quests fully voiced and included as a patch to the main game. It would be quite awesome (not that I know how to mod or anything).

Well, at least I guessed it was a real-life object. The pen theory seems more likely now. 
If it's a reward for modders, however, I think they really deserve it and more (talking about the serious ones, of course). Only the fact that they work for free is something really worth of praise these days, and if you consider the amount of time they spend just for others to have fun, well, it's amazing.
I'm sure they have fun making mods as well, but this doesn't diminish the facts, in my eyes
