Unless the mutations were such that they would defeat muscle growth, Geralt's forearms (as well as other muscle groups active in swordplay) would develop in the course of his normal activity. Thus mutations cannot be used to substantiate an apparent lack of expected muscle growth.

Muscle growth is not necessary for strength, only muscle density and tension. This is normally associated with growth, but if the muscles are denser and possess a higher tensile strength, then size is not necessary to determine strength. Compare a gymnast's body to that of a weight lifter. The weight lifter may be larger, and even more defined, but in general a gymnast will always be far stronger, due to the more efficient manner in which the muscles are trained. It can then be assumed that the mutagens enhance strength, while retaining a slimmer physique to facilitate speed and agility, which are Geralt's bread and butter. Additionally, Geralt's forearms are not really underdeveloped. They are more than half the thickness of his upper arms, and very corded.

Not in TW2. Look at gymnasts and rock climbers. Geralt has flimsy forearms by comparison.

I'm going to concede this point. It's been a while since I played W2, and having googled images of Geralt from that game, I can see what you mean. His arm size is fine, but they don't look particularly strong or well muscled. Granted i'd call that more of a slight oversight by the developers, and not really representative of his actual physique.
I'd be REALLY curious to see what Bonhart would look like rendered in the game, since he was described as tall, slender, very strong and very fast.

Japoneses don't have the standard tall of caucasians but their samurais were strong enough for handle their katanas. The same for Shaolin monks.

Though katanas weren't made for slashing and hitting things until they're dead.
Katanas were made for cutting and stabbing, thus katanas weren't half as heavy as the weapons Geralt uses as Witcher.
Same with Shaolin monks, Shaolin monks use weapons like spears, staves, sicles, hand darts etc. those weapons aren't near as heavy as two handed swords

but Geralt always try to be outfitted with swords forged by gnomes and dwarves whose ancestors discovered much lighter and stronger alloys than the simple iron or steel of swords of vulgar humans ... Why do almost all of you always forget that it is a fantastic story with a great "hero" (despite of him) in a fantasy world where magic has been invented to defy the laws of nature? Mutations, potions, blacksmiths epic, legendary swords, fates and Blood of Elves... In books Spawoski speak more about agility than strength when he refers to Geralt and style combat, a dancer more than a warrior...
