I'd actually love my armors and weapons being imported to The Witcher 3.
I kept my Raven's Armor, Aerondight and Moonlight from TW1 throughout TW2. Never sold them, just kept them with me for memories and as my lucky charms.
Then again, I did this with all my armors because selling them wasn't really worth it. You'd only get around 90 Orens for a set of armor which seemed incredibly low to me.
I agree with what the OP said, most of armors/weapons in TW2 didn't really have a story to them whereas Raven's Armor, Aerondight and Moonlight did have one in TW1, I'd really like my armors to have a story to them, feels like they're extra special and I'd probably never sell them.
I don't think they should give the armors/weapons better stats when importing them to TW3 but they should do something else with it, like giving them to a museum as suggested, or maybe having people recognizing them and talk to you about them or start a questline for the armors to upgrade them with special armor upgrades or runes? Perhaps even new armors with a story between the old ones and the new ones.
