I firmly believe we'll be seeing HL3 in 2014, maybe 2015 at the latest. It's been long enough. Sure I've heard of Valve time but eventually they'll be done and I think we're at most a couple of years away from that =). I'm also rather certain HL3 will be released for next gen consoles. I highly doubt they'll keep it PC-only. Heck, they ported HL2 to the original Xbox (not 360).
