To add a non steam game to the Steam Library
1) Open Steam
2) Click the games tab (upper left of Steam window)
3) Click add a non-steam game to My Library
4) Scroll through the list and make your game selections
5) Click add program selections

Is that how it works? (Genuine question)
I'd assumed that the developer needed to pay Steam to have it included, as Steam is effectively providing a service.

You mean publishers having to pay for including Steam achievements in their games? That’d be news to me. Not only is that not very costly but the publishers also already “pay” them through the cuts that Valve gets from the sales. I doubt that Valve would ask for additional money for such a small thing.

As I don't know the reason, I was wondering if anyone here did. I'm struggling to think of a way that would make it Steam's responsibility and not CDPR's, so maybe you could clarify on your reason for thinking that? I'm not looking for an argument on it, just curious about how it works.

It's not impossible, since anyone who bought Witcher 2 got a serial number regardless of the store. Anyone who bought the GOG version doesn't care about steam anyway (assuming). Valve and CDPR have to come to some agreement allowing W2 keys to activate, and it is possible, for example Warner Brothers has recently converted GFWL keys for Batman Arkham CIty to Steam keys which activate on your steam account. It works, I've done it.
