I did indeed. Not the much more common way where you pay a fairly nominal fee a year to have water accessed from your house.

If something like this were to happen to oxygen/air - well, problems would quickly arise.

I don't pay a nominal fee on a yearly basis. I pay for my water consumption on a month-to-month basis. The city sends me a utility bill which lists how much electricity and water I've used for that month and charges me based upon my usage of each. But as you pointed out, this isn't influenced by corrupt corporations (like in other countries) and so it's not a huge amount.
