PM I go into the blue stripes house, and there is no Ves or Roche. They will appear after i finish the Kayran quest ?

Go into the second room (where Fenn and Thirteen are at the table), talk to them and the quest should start immediately. Ves is further into that room, and Roche may or may not be at his desk. Doesn't matter; just go into the second room.
