So I've recently reached Chapter 3, after focusing mostly on the mysterious tower quest of C2. But now, at C3, I decided I should finish those quests I received at C2. Only problem is, the NPCs I'm being sent to (as read on the Quests tab in the Journal) Geralt doesn't has any lines relevant to the quest whatsoever; I've tried meditating, meeting them at different places, none of which worked. I've tried on Shani, first, the quest about some Silver Sword. I speak to the Gambler in the Tavern, reach the Gardener, then finally sends me to Shani, which barely has any lines (only 'Farewell' and 'rest' icon). Returned to Vaska in swamp to manage some problems about a missing kid; went to the druids, made Geralt's day with that dryad then back to Vaska, to tell her she misjudged the druids. Only problem, no line relevant to the quest avaialable at this point.
So the question is just one; I can no longer complete quests received in previous chapters?

Previous chapter quests

Unfortunately, no, most of the quests from previous chapters can't be completed. There are a couple of exceptions, though: You CAN complete "The Dog-Catcher of Vizima" in Chapter 3, and you HAVE TO complete the quest about the brickmaker's little boy in Chapter 3, because the events aren't available until then. However, there's a bug in the game, and you can only report to Vaska about having completed that quest if you report it BEFORE having reported to her that you freed the brickmakers.
If you haven't found and freed the little boy yet, then you're still good to go; you'll find him when you free the brickmakers. Just make sure you report his freedom to Vaska before you report on the brickmakers' freedom.
Characters get completely different conversational files at different stages of the game, and the conversational lines for many of the quests are only present in Chapter 2's conversation files, not in Chapter 3's. This isn't always as clear to the player as it might be, though. Things are a little better at the end of Chapter 3; when you reach the no-turning-back point, Triss tells you to finish up anything you have left to do, because once you do the no-turning-back thing, everything else closes off.
