While wondering around the Temple Quarter there is an apparent contrast between the the Little Mahakam and the rest of the city. I.e. strangely you don't see any elven or dwarven children. As well as you notice the absence of eleven men and dwarven women. There are elven men in the Old Vizima (rebels) as well as those who attack the bank, but for some reason not in the Temple Quarter. Children and dwarven women however are nowhere to be found. Did authors intend anything with that story wise, or it's simply an omission?

The absence of elven men could be because the ones who have not already been lynched are all serving in the Scoia'tael, either in the field or in Old Vizima. It is not explained, as far as I know.
The absence of dwarven women is for the usual reasons, the one here being it is not their custom to go out in public. Male dwarves are a bit overprotective. Zoltan mentions this, obliquely.
The absence of nonhuman children could be explained by the naturally low fecundity of these races having declined to zero under the stressful conditions they live in. Iorveth also mentions this (in connection with Dol Blathanna) in TW2.
