As I was exploring the grave yartd I found raymond body then went to tell everyone thats there clear of charges so kalkstein told me to go to the swap tower problem is the 9th sephirot stone is at the golem which I know you need the rod&storm only problem is since I cant go to rYMOUND HOW DO I GET THE DWARF TO MAKE THERE ROD W/ THERE NOT BEING A OPTION (srry had caps on accident) In short how do I intinate getting the rod from dwarf?

You can only get the rod from the dwarven blacksmith if you're in good with him. If you've sided with the Order in some things (like in the Force Recon quest), then he won't deal with you. If you've sided with the Order, then go to the Order armorer, not the dwarven blacksmith; either one can make the lightning rod.

Finding Raymond shouldn't affect this quest.

I know that. the problem is I don't remember who tells you about the rod because I dont think it's been mentioned. Could you tell me who to go to for him to say "hey you need a lightning rod". Because that's the only quest I have active.

Try both Kalkstein and Vaska -- you need to see both of them to progress this quest.
