Hello!
It seems this quest is bugged for me. First, there was no guard when I came out of Triss' place the first time. There was the noblewoman from which you can get her sex card, which I did get right there at that moment. And now that I'm doing Posh Reception, I've got everything: signet ring, Adda sex card, chatted with Thaler and Velerad. As for Leuvaarden I already did Following the Thread, The Viziman Connection and Diplomacy and Hunting so he has shown no desire to talk to me at the party. When I get out of the Inn when All the King’s Men is supposed to continue with Thaler getting attacked, I get nothing. All I get are salamanders attacking me. When I get back in Thaler is still there partying. If I stay out too long there is that robbing bank quest that starts with that kid coming to get me.
I don't know if I'm doing something wrong or if it's a bug.

Then you've got a glitch. I recommend that you restore from a saved game that's before you leave Triss' house for the first time. Exit the house, and if you don't get the guard interaction, then go back to the saved game before that one. Or download this saved game from the beginning of Chapter 3 and use that.
Also, I recommend attending Leuvaarden's party your first day in the Trade Quarter; a lot of stuff hinges on it, and putting it off might mess things up.

Considering I've almost finished the chapter III I don't want to redo the III. I managed to get a save file from start at Triss house there but the guards still don't tell me to show them my pass, and I tried both Triss' doors. The only conversation I can get from them is by me talking to them, well the officer anyway, who recognizes Geralt and thanks him for his good deeds. Then he talks about monsters attacking the citizens in the city and asks Geralt to take care of it.
What about the save game editor? One can edit the quests there.

This was someone else's saved game from the beginning of Chapter 3, not yours, and you still didn't get the conversation with the guard about the pass? If so, that suggests that one of the following is true:
1. You have some sort of mod that's suppressing that portion of the game, OR
2. There's something wrong with your TW1 game. If you don't have any mods or only have safe ones, then I'd suggest that you move your saved games to another location, then uninstall and reinstall the game. Do you have the boxed retail version, the Steam version, or the GOG version? If you have the boxed retail version, have you patched it up to the 1.5 patch?

In my previous post I was talking about my save at Triss' house, not yours. But I recently tried with yours and I still get no guard to ask me about my pass when I get out.
I have the retail Enhanced version box of The Witcher. I have the patch 1.50, but I've noticed that when I play I see instead version 1.4.5.1304 at the top left though.
I have installed mods: Dark Geralt Mod, Excellent Leather Jacket retex, Hi-Res Character Models, Stuff that make Geralt's life easier, Texturen Mod, Five mods pack, Alchemy Ingredient Icons, Antiquarian sells modified meteorite swords, Book of All Knowledge, Even more herbs, Fair Kalkstein Mod, Faster Movement Mod, Genie Wish Mod, Haren Sells Yellow Meteorite, Perfect Blood Mod, Perfect Rain Mod, Scabbard Mod, Swamp Storage access Mod, Take Three Meteorites from Leo's Spirit, Talisman of Eternal Fire, Thaler Sells Powerful Swords, The Well Stacked Mod.

That's fine. PATCH 1.5 produces GAME VERSION 1.4.5.1304. I'm not sure why they did it that way, but you're all patched up.

Whew! That's a lot. And some of those mods can conflict with one another. I'd suggest that you take all of the mods out and try exiting Triss' house for the first time. If the guard talks to you, then one or more of your mods is causing a problem. If the guard doesn't talk to you, even with a mod-free game, then your installation of The Witcher is glitchy, and you need to reinstall.
If the game works right without the mods, then add half of your mods back and try exiting Triss' house for the first time again. If the problem reoccurs, you'll know that it's something in that group of mods. Take half of them out and try again; reiterate until you find the mod that's causing the problem. If nothing in the first half is causing the problem, add half of the remaining mods and test. Keep doing that until you've narrowed it down to the problematic one.
If it isn't a mod, and you need to reinstall, you might want to get your free backup copy of TW1 from GOG, so that all of the patches will already be incorporated (and it will already be DRM-free, so you won't need to remove TAGES).

After deleting all the mods I tried and got no result with the guard. So I did what you told me to do, I uninstalled the game, downloaded it from GOM and reinstalled it. Now I get to see the guard with my save and yours.
I ended up reinstalling a few mods (dark geralt, stuff that makes life easier, shoptypes, texturen mod, high-res character models mod, perfect blood, perfect rain, Faster Movement Mod, Excellent Leather Jacket retex) and I still see the guard so I will keep these mods and continue the game.
But now that this problem is resolved, does that means I have to redo the 3rd chapter now?

Since you uninstalled all of your mods and they weren't the problem, you can probably put most of them back.

I'm not sure; it depends on just what was messed up in your previous installation, and we don't know what that was. Try going to Leuvaarden's party with your most recent saved game and see if you get the quests you're supposed to get. If you don't, then yeah, you'll need to restart Chapter 3 from the time you exit Triss' house for the first time.

I just tried that, using a save from the Leuvaarden's party, and when I got out of the inn the guard appeared out-of-nowhere and asked for my pass. Then Thaler got out of the inn and the quest happened, I saved it right after the quarrel was over (I supported the likable Thaler).
I'm so happy and relieved!!!
