If it's the game, try running the Steam Client as admin (right-click on the shortcut), and then play the game from the library. You should only need to do this once.

If that doesn't resolve it, validate the game cache to see if there was a download corruption. Don't just re-download.

I cannot save when the 100MB limit is reached. Turning off steam cloud does nothing. I've tried setting cloud to false in User.ini and making the file read only and even though the game then does not sync with Steam once the 20920 folder reaches 100MB it stops saving.
I've tried Cers solution but my problem is that I do not get the Sync Conflict dialogue box and so get the chance to upload the 0bit files. Steams just autosyncs as soon as it starts or closes and redownloads its stored file.
If I switch off Cloud and delete the 20920 folder there are no saves available in game. I just cannot seem to get the game to use the MyDocumants savegame folder.

Try doing this:
1) Make sure The Witcher 2 is closed.
2) Make a new folder on your desktop and copy your saves from the 20920 folder to it and then delete the 20920 folder. Copy your saves to the Documents/Witcher 2/gamesaves folder.
3) Find The Witcher 2 in your Steam library and right click it and go to Properties, and then to the Updates tab and tick the check box to turn Cloud Storage ON. Then quit, and relaunch Steam. (If it's enabled already, try disabling it.)
4) Run The Witcher 2 and check if Steam is now loading saves from Documents/Witcher 2/gamesaves. Steam Cloud should show as disabled in-game.
5) If it worked... now go to the Updates tab again for The Witcher 2 and disable Cloud Storage.
See if that works. A very similar thing worked for me.

There's some combination of toggling that check box for The Witcher 2 in the Updates tab, and maybe even in-game as well, to get it to turn off. Try toggling the in-game Cloud Storage setting, and then going into Steam and turning it on or off in the Updates panel, and then quit Steam and try again.

It's impossible to play the game this way which is very unfortunate since I was loving it so much.
I find it frustrating that I have to jump through hoops like the above steps to get a game to run.
Unfortunately I can't seem to get the game to stop synching.
I've cleared out the Steam user data file
Turned off Steam Cloud
Went into the User config turned it off there.
I am hoping you guys (and Valve) find a solution soon and patch asap.
Very frustrated.

- If you wish to return to the old method of saving games ("My Documents\"), you will need to delete all save games stored on the cloud and in the steam directory, and then turn off steam cloud saving in the menu.
- In the Steam library, if you right click->properties and go to the "updates" tab, you'll see how much space you have available for storing files on steam cloud. When you reach this limit, don't worry, your oldest saves will be automatically removed from the cloud (but not from your hard drive) to make space for new ones
If you have any problems with cloud saving, please reply to the post and I'll do my best to investigate what's going wrong for you

There was a minor update for The Witcher 2 Enhanced Edition on Steam today, this fixes the problem with cloud saving failing to create new saves when the 100MB limit is reached. ›››
You do realize that installing a patch like this automatically through steam that DELETED ALL MY SAVES. Is probably one of the best ways you could have made sure I won't be buying witcher 3 right?
It's absolutely outrageous that the patch would do this with out warning us first or automatically backing them up. I was half way through the campaign, decided to wait to finish it until after the EE came out. Now I have to start all over.
This is a really unprofessional way to treat your customers. =/

-when skipping the startup context i had to wait 8 minutes to the startup screen (!!)
-loading: click on load - another 5 minutes - chose the game to load - another 5 minutes
-crash to desktop happend if i press esc and chose any of the options like load, gameoptions etc.
- the whole game slugged like hell - that said i have a quadcore and a ATI 6800 and i always thought O MEN HOW ENHANCED IS THIS EDITION - but no it is all steams fault! now that i am through with what i find the ultimate insulting task - deleting the files in the steamcloud and preventing them from beeing downloaded again against my wishes and corrupting my game, i can finally go back to what i wanted to do 2 DAYS AGO - PLAYING A GAME I HAVE PAID FOR - Thank you steam - as if it wasn't enough that your offline mode is not working and you don't care about it!
That said i wanted to amend to the advice here given because i have not seen i here: after editing the user.ini you have to set it to read only, otherwise the game will overwrite it - sorry if this is mentioned in a prior
Last but not least: thank you CDPR for a great game!

The reason it's not showing you any saves is because it's looking in the Steam Cloud folder for saves rather than Documents/Witcher 2/gamesaves, and it's doing that because it still thinks Steam Cloud is enabled. It took me a while of fiddling to get it sorted... but there's a text file in the Witcher 2 directory above and if you open it and find the variable for the cloud (SteamCloud, CloudEnabled, etc., I don't remember the exact name) and set it to false that may help.
When I did that as soon as I'd open the game it'd turn it back on, so I had to fiddle with deleting the saves in the Steam Cloud, deleting the Steam Cloud folder, toggling the Enable Steam Cloud option in The Witcher 2 game menu, and setting that variable I mentioned to false.
It worked eventually.

1. Erased saves from Steam Cloud (as was mentioned above: created a "conflict", then deleted appropriate steam folder and then uploaded zero directory to cloud. Checked the info about steam cloud space used: "0 bytes")
2. Changed "[FileSystem] CloudStorage=true" to "false" in user.ini in witcher folder. Made it read only (otherwise the game changes it back to "true").
3. Disabled Cloud synchronization both in steam and ingame menu.
Didn't work out. Zero saves folder.
Enabled synchronization back. The game synchronized itself with steam. Then the gamesaves that was synchronised the first time I checked that option became available again. But not more than that.
But I wonder - why developers (or support team, or whatever) didn't answer to my post? Imho that's THE EASIEST TECH QUESTION POSSIBLE! "How. To Load. A Saved. Game???" That's not nuclear science for god's sake!

I had the same problem although I never did the part about making the conflict. And making the file read only won't do anything since if the game is changing it to true, it means there's a variable in-game which has CloudStorage set to true, which is what the game will be going off, not the file, so change it back to normal -- it's useful for telling you whether the game has CloudStorage enabled or not.
Try doing this:
1) Launch the game. If Cloud Sync is on, turn it off, and if it's off, turn it on. Check your saves, if they're not there exit the game. Launch the game again and repeat. If that doesn't fix it try #2.
2) Launch the game. Turn Cloud Sync on. Exit the game. Go into Steam settings and turn Cloud Sync off. Launch the game. Check your saves, if that doesn't work: Launch the game. Turn Cloud Sync off. Go into Steam settings and turn Cloud Sync on. Launch the game. Check your saves, If that doesn't work try #3.
3) Launch the game. Turn Cloud Sync off. Go into Steam settings and turn Cloud Sync on. Launch the game. Turn Cloud Sync off. Check your saves, try the reverse if it doesn't work.
This all may seem pretty repetitive and similar and it may or may not work, but ultimately there's some kind of confusion in the software and turning it on and off in-game and in Steam in different combinations might eventually solve it. It's what worked for me. Hope somehow this works for you.
At one point I had it so in-game set that Cloud Sync was ON, but in Steam it said it was off, but my saves were showing from the normal directory meaning it was looking in the correct place.
