Unable to progress "Berengar's Secret"

Has anyone else experienced this issue? Am I stuck being unable to progress the quest? And can I complete the game without completing this quest?

The bad news is that you won't be able to complete those phases of the quest. The good news is that I've looked at the quest file in Djinni, and there's a phase later on that registers whether or not you've finished Chapter 2. I'm hoping that means that when the time comes for more Berengar, the game will skip you past the Chapter 2 quest phases that you didn't complete. I don't know for sure, though, because I've never heard of anyone's NOT talking to Vaska about Berengar during Chapter 2.
If you upload your saved game somewhere, I'll see if I can make you a fix, though I'm not sure it's completely necessary.
Anyway, I think you might be still able to complete this quest later on, when you meet up with Berengar in Chapter 4.
But he didn't talk with Vaska, nor did he find the broken salamander brooch, and the opportunity to do those things isn't there in Chapter 3. The Swamp in Chapter 2 is actually a completely different game file than the Swamp in Chapter 3, so the mutilated corpse with the split brooch just isn't there now. And Vaska has a different conversation file in Chapter 3 than she has in Chapter 2, so the ability to ask about Berengar is lost.

The time for doing what needed to be done is past, so you can't go do those things now. But having that journal entry staring at you and saying you need to go talk to the swamp folk would be irritating. I've altered Vaska's conversation files so that you CAN go talk to her about Berengar. That doesn't make the quest update, though, because only doing it in Chapter 2 will allow that to happen.
A copy of every quest is contained inside your saved games (that's one reason why saved games are so big), so we can't just give you an override quest. Instead, I've opened your saved game with the saved game editor, extracted the quest, hacked that quest to require different things for completion, stuffed it back into your saved game, and zipped it all back up to be playable again.
In order for this to work, then, you need BOTH the hacked saved game AND the set of files that allow you to meet the new conditions for updating the quest.

Don't forget to unzip everything. You put your saved game file where saved games normally go, and the other files go in your The Witcher Enhanced Edition\Data\Override folder.
I tested this in the saved game you uploaded, and everything went fine. You get a somewhat different quest log entry than the usual one because you don't get the experience of searching the blood-soaked ground for information about Berengar, so I tried to put some of what you would have learned in the quest log.
Note to people who aren't Hank the Ranger: Because this fix only works if your saved game has been hacked to alter the quest file, this fix is only for one particular person, the one who gave me his saved game. This isn't a general-purpose mod or even a general-purpose bugfix.

I see, but he didn't tell us about the brooch finding so I figured he just missed that conversation point with Vaska, and the quest just needed to progress in Chp IV.
