Can't find Siegfried!

I'm playing Chapter 3 and I've been looking for Siegfried all over to get the graveyard-related quest but I just can't find him. I looked around on the Internet, tried the locations suggested - his post and the gate to The Cloister of the Order, but he's not there.

Any ideas where I should look for him? Thanks.

No, I didn't do the bank job yet, and I haven't even started "A Posh Reception", but I did take Yaevinn's quest "Echoes of Yesterday".

So is there a way to get the graveyard quest from Siegfried?
