It's a good question, especially when WWiki says that you can import it into W2. Afaik, I have never found the sword in W1 and thus never imported in the sequel. Maybe you can ask to JPulowski or Ausir on WWiki.

I managed to get it in the EE with the savegame editor. But the import to TW2 is not that great. Damage is 9-15 but it has only one rune slot, where the Sihill has 10-12 damage and three slots.

You mean the Djini editor? The one with which you check which quests you have completed? This is the only item i have never gained, if there is a legit way of obtaining it, i would be happy to know it.
