The thing is you CAN'T TRICK the Wraith even with Nekker flesh or even pig flesh.
It's 'NOT a bug' as it saids in the journal the Wraith could tell the difference between human flesh and pig flesh and knew what human anatomy looked like.
I also had nekker flesh and pig flesh but still gave him pig flesh quest items since the items did disappeared from my quest items list.
Trying to trick a ghost when 'the ghost is smarter than you think' because he was a soldier who knew what human flesh looked like...he wasn't stupid to fall for such a trick.
It doesn't really matter with this mission as you still save the mens lives, but you can also let then get punished by Loredo or kill them yourself it's up to you.
I admit this did baffle me a bit on the quest items, but even though I still passed the mission as successful it didn't really worry me because I read in the journal that you couldn't trick the ghost who knew about human anatomy.

Then the Game Guide is wrong, not the game. MaskedReaper explained it correctly.

So the manual is partially correct in that the curse IS lifted, but you now have a pissed-off ghost on your neck.
Note: I noticed that the Game Guide does have other quest errors in it, so use it as a general outline, but not a "written in stone" sorta thing.

- It could fail to trigger if you don't have enough, although this is unlikely as I gather it always defaults to nekker anyway and you must have enough nekker. I just dropped something like 65 nekker hearts to test this.
Does he say anything at all, like "they deserve to die" before he ignores you?
- I've just tried speaking to him before fulfilling the conditions, and that's what happened. If this is what you're getting, I'd guess at you not having triggered something. If he ignores you completely, I think it's more likely to be a bug.
When you went in for the second time, did you fall through the floor from the room above, or did you use some other route to get there?
- I've seen a couple of other cases where a player has used an unexpected method of getting somewhere, and it's caused the quest to fail (I'd consider this a bug). The game expects you to fall in through the broken floor in the room above (where the first two wraiths were). If you've found a different route, it could be the cause of the problem. If so, try backtracking and going in a different way.

Do you have anywhere you can upload the savegame? It would be interesting to take a look, and the last time I got stuck, someone was able to see the reason from the save.

*Edit* I just tried dropping all my eyes and hearts before leading the guy out so the next part wouldn't auto complete. I went back inside and picked the eyes back up hoping that might fix whatever was wrong but sadly I still can't talk to the ghost.
*Edit 2* Tried again this time dropping all my nekker hearts and eyes and then bringing the guy outside and then running back to town to buy the pig parts. Went back and still no luck with being able to talk to the ghost. I even then picked the nekker parts back up and tried talking to him with both and still nothing.
I just ended up bringing the guys to the ghost so I could complete the quest. I'm not patient enough to waste hours trying to figure what's wrong with just 1 quest.

I've never had this bug, and it's annoying me that I can't think of an answer.
