Hi Everybody...
Okay, so after reading all the posts about problems with the Tower/Vizima Confidential/Monoliths quests I've alreaqdy come to the conclusion that I'm going to have to use this Save Game Editor thingy. Sooooo, how/what do I do and where do I start?
Here's my situation:
>Placed 9 sephirot
>Proved everyone innocent except Meis who won't talk to me 'cuz I royally pissed him off
>Messenger kid showed up and I immediately went to "Raymond" (and paid him)
>Found real Raymond's body
>Spoke with Kalkstein and Ramsmeat
>Confronted "Raymond" at his house and he agreed to meet me at tower; gave me last sephirot (sephira?) there at his home
BUT
Prior to Raymond confrontation quest logs said I had 9 sephirot and needed one more; after Raymond confrontation quest log said I had to find and place all ten!
Going over to swamp, map appears as if it's my first visit with only dock and few homes & clay pits, although all ten sephirot black dots showing
Going by monoliths, all are inactivated and golem back to being whole and frozen in place; dialogue choices with NPCs greyed out and repeat previous conversation
So where do I go from here?

Wow. That's really weird! I've heard of glitches before, but I've never heard of anything this extensive!
The first thing to try is to restore a saved game from before you had that conversation with "Raymond" where he gives you the last stone and agrees to meet you at the tower. Sometimes saved games become glitched for no apparent reason, and restoring from a prior save and doing the last little bit again fixes things.
If that doesn't work, you can try asking for a saved game from right after that conversation, one where 9 of the 10 sephirot stones have been placed, and all you have to do is place the last one and head to the tower. A downloaded saved game won't be exactly like your own game, because whoever it's from will probably have made different choices about talent assignment and whatnot than you did, but you'll be able to see what happens next, and that's the most important thing.

First of all, have you tried going to the tower to see what happens there? I'd try that first.
Assuming that you have, and there's still a problem, you have my sympathies - it definitely looks like you have a corrupt savegame.
I can only suggest backtracking through earlier saves, as Corylea suggested. Just take a quick trip out to the swamp to make sure everything's OK, then re-do whatever you need to do. Annoying, but it stands a high chance of success.
If your older savegames don't work either, then it would probably indicate corrupt game files instead, in which case reinstalling the game should fix it, but you should try the backtracking first.
If you have access to dropbox, or any other way of posting the savegame, you can see if anyone else can read it. This may just be a diagnostic method (their answer may not solve your problem), but it could help indicate what's wrong.
Finally, do you have any mods installed, and if so, what are they?

Thanks to both of you I'm unstuck! Sorry it took a while to reply, haven't had a chance to play (3 jobs can take up loads of valuable game time!).
Went to the tower first like Dragonbird suggested..."Raymond" met me there but the doors were still locked.
Had to go back several gamesaves/quests but eventually found one where swamp map was full and A Stone Tower quest said I only had one sephirot to go. Slowly worked forward from there and everything was fine.
In wading back through game saves I noticed the problems seemed to arise when I had returned to the cemetery a second time. I had done all the cemetery doings, went on and did a couple of quests w/o speaking to gravedigger or Raymond, then returned to cemetery to kill more wandering monsters. After leaving the second time, I noticed that Entering New Area flags would appear on all the old sites I'd been to before. Game save that worked was finding one just prior to entering the cemetery the first time.

I'm pleased for you - something like that must have been very annoying.
