Indeed it is. It can become quite addicting when you start researching the different combinations one can come up with and i seems to grow attached to certain pieces of hardware a bit too much. Only problem is that the lack of money turns the joy into torture.
but anyway i was thinking on buying this one, cheap and seems like a good leap forward

i took a look at the 6770 and it seems like its a bit better than that one but will set me back an additional $25 and that is a substantial amount in my situation.

Newegg has an XFX-made 6750 that is similar but has GDDR5 instead of DDR3. Part of the problem with the 5570 is it has the same 128-bit DDR3 memory configuration that the 6750 you linked does. GDDR5 is up to 2.5 times faster, and this significantly speeds up things like texture loading.
Only $10 more, but if you cash the rebate, it's $10 less than the card you selected:

I wonder if you're having some kind of power throttling going on. The CPU itself has nothing that can make noise. But fans changing speed with changes in CPU power can make interesting noises. See if you can disable the "Cool'n'Quiet" feature, and whether that makes a difference.

Watch for clearance-sale prices on Phenom II's, though. AMD is pushing their newer architecture and has left the remaining stock of these CPUs stranded.
The easiest way to disable Cool'n'Quiet is, usually, to go into the Windows power settings and change your power scheme to "Always On". Sometimes it's "Home Office/Desk".
If that doesn't work, there should be a way to disable it in your BIOS. I can't point you to that, because every BIOS is different.

I turned off cool and quite though the bios and it seems to have cleared the problem completely. Dammit its finally gone I'm so freakin excited w00t w00t!! thanks for the info man i really appreciate it!

I'm sorry, but the answer is still the same as the previous times you've asked this. You really need to upgrade that PC, and there really isn't any likelihood that the game will ever be supported on your system.

Never going to happen. It would be pointless even if they were to do it, because that CPU is far too slow and single-core. Nor can it support a graphics card that can support the game.
You may as well ask for the game to be recompiled for a Sparcstation.

I would say no less than medium settings but more than likely on high with a few settings that are not needed disabled .

If you're tolerant of an occasional frame rate hit, and turn Ubersampling, Cinematic DOF, and Motion Blur off, you should be fine.

On Ultra, be sure that Ubersampling and Cinematic DOF are disabled. Also disable Motion Blur unless you really like it (I don't).
Set texture memory size to Very Large if you have the 2x1GB version of the 4870x2; try Large if you have the 2x512MB version.
There's a bigger spread between Medium and High than there is between High and Ultra; if you cannot get a satisfactory frame rate on Ultra, settling for High isn't too bad a deal.

It's unlikely that you'll be able to run it at all with that configuration. If you can, it would be at very low settings. An integrated graphics card is really too weak.
