OK. it appears I am going to need to go back quite a ways in my current game. At what point can I buy the sephirot from Raymond?

You don't buy it. If you are reading that out of some third-party guide, you should consign the guide to the Eternal Fire.

Raymond will give it to you after you have dealt with Ramsmeat (or told him that you did).
