So is there any way to sleep with Carmen? She says the hookers are grateful, and the hookers are, but I want her to show her her gratitude directly. However, there's only two dialog choices one to leave the other gets you back to the original two. I already played dice with her, but there's no 'gift' icon.

Nope. As you'll find out later in the game, Carmen is in love with someone, and she's true to him.

What Corylea said. You're not done interacting with her, so if you like her as a character, you'll at least have a chance to find out more about her and her loyalties.
