Hi and welcome.

Well basically there's no specific answer to this question, because you can go the swamp whenever you like and come back to Vizima anytime, you like. I mean as long as you have 5 orens to pay the ferryman.

Side quests can be hanged on until you like. You can always come back to end them as long as you don't finish the Act. Act II in this case.

Btw the swamp also is full fo nice side quests you can easily do without no consequences on the mmain plot. While  most of the primary quests have to be resolved partially in the swamp and partially in Vizima.

Anyway this is a few side quests happening  in Vizima and not in the swamp:
-Finders Keepers
-A ghost story
- A restless ghost
-The rat
-Dice poker: the professional
-Memory of a blade
-working girls
-Suspect: RAmsmeat, Leuvaarden, Thaler, Kalkstein, Vincent, Vivaldi
-Old friend of mine
-What lies beneath
-Gravdigger's gratitude

It is possibile that some of them requires a quick travel to the swamp the same. For example "Old friend of mine" requires that you give 7celandines to Shani, and if you none with you in the inventory, you have to go to the swamp to harvest a bit.

Does the journal specifically say "Vincent Meis is guilty" or more to the effect of "I will reopen the case if i find new evidence". If it`s the latter then continue on with the investigation and eventually he will be cleared.

Unfortunatly you cannot change that. If you already said him that he's guilty, and you're journal said the same, Vincent is definitively guilty (for you) :D

But there's no trouble, don't worry: at the end of the Act, concluding the investigation in Temple Quarter, you'll find the real murderer. In Act 3 any of the suspects will forget everything and you can still be their friends.
Proving Vincent's innocence is actually useful just if you need to enter the cemetary in "Gravedigger's gratitude" quest. Alternatively, you can prove Thaler's innocence instead. He also can provide you that pass to enter the damn cemetary :D
