The investigation quest is complicated and tied to almost every other quest in Act II. If you cannot move it forward, try to doing those others quests - maybe you'll learn something important for the investigation that way. You can also clear Thaler by meeting a "mysterious man" in or in front of Thaler's house at around 21:00. Talk to him, then to Thaler, and you should clear him. This might move things forward too.

It does seem like this game falls apart in Act 2... I completed Act 1 and was incredibly immersed and looking forward to the rest of the game, but now I'm having people I've never met before talk to me about things as if I already completed a quest for them or something. Getting all sorts of disjointed info, and it's making me want to just quit and find another game too.

the confusion you're feeling now is what you're MEANT to feel. Remember even the character in the game is supposed to be one who's lost all recollection of his past, and is trying to piece it back together. Read books and talk to people. I'll help you get a better understanding of who you are, what you did, and what you're supposed to do. That's what the whole game is all about. Even the major choices (like joining a side or remaining neutral) is supposed to be a consequence of whatever you made of his past and his present.
As such, being overwhelmed at the beginning of Act 2 is normal. You're meant to feel it, just as a famous guy suffering from amnesia is supposed to feel in a place where he's had a history, but has no recollection of.
My advice: Don't give up the game. If you do, it's just something you'll later regret, a lot. Trust me on this.

I actually just think the game assumed I had visited the PI as soon as I left the Sewers (start of Act II). I went straight back to the jail and the captain told me about his master plan to stop the Salamandra, and from there I went to check in on Vivaldi and he called me by name, got arrested, I went and bailed him out, and explained I knew he was innocent because his bank was taken over by humans (something I knew nothing about at that point).
Now that I've spoken to the PI and bumped into Zoltan both scenarios make more sense, but I definitely got thrown for a loop by missing these two "checkpoints".

Point to note, even the in-game Geralt would have been a little confused before he spoke to Zoltan and Raymond. :)

I remember I was very much bored with Chapter II, all that going forth and back through same places. It'll be better when you get to Chapter III but expect some frame rate loss in third chapter.

e-ahmet evidently liked living in the rich district more than running around swamps and slums. I wonder why... :P
He's right though (this is offtopic) . You should lower settings for Act 3 Vizima Merchant district, and for Act 5 Old Vizima maps. Even more so if you're running SLi.
