What is it that you're trying to do? You shouldn't need the messenger in Chapter 3; once you've found out from him in Chapter 2 that Leuvaarden is the one paying for Salamandra pins, his job is done.

The one mentioned by Leuvaarden in Chapter 3 actually it not part of any quest. You can find his body in the swamp (on the Wyvern Island) if I remember rightly.
