At what level do I start getting silver talents that I can level up my skills? I have a potion that grants a silver talent, but can only make 1 of those.

You get your first silver at level 15 (120k XP).

unless..

you mix the hellhound's soul http://witcher.wikia.com/wiki/Hellhound's_Soul mutagen and drink it. you should be able to do this before level 15, although its only good for 1 silver talent.
