i am  already further (chapter 3) but i missed the force recon quest so my character still doesn `t know berengar is alive.
does this have any important consequences?

Force Recon is definitely optional, so don't worry too much, you'll find out a different way :)
check out SpaceMonkey and read the Witcher wiki,  darnit! ET je suis capable de m'exprimer en français pour nos francophones!

that i found berengar dead in around chapter 2 or so and had that quest dialogue say that vesemir would be upset about his death.but now in chapter 4 i meet up with him and hang out with him.

you never saw berengar, geralt only assumes it's him. he can't identify this dead body

You don't have any disadvantage when you didn't tell Vesimir or missed him. When I got this message in my journal for the first time I thought I really have to talk to Vesemir, it's part of the quest  ;D
