As far as I remember, it wasn't the beggar that wanted the White Gull, it was some old woman. I didn't give mine to her, even though I wondered what might come of it- just doesn't seem like a Geralt thing to do- no self-respecting Witcher would do it.

Definately not.  You still get a ring of the Eternal Fire from the Reverend even if you've already got one from the beggar lady.
It's a quick way to make some coin by giving her White Gull.
